Objectives
CUTS has envisioned a long-term research programme
on competition policy and regulatory regimes in the developing world,
with a strategy to motivate researchers, in particular from the developing
world, to undertake such research and participate in the accompanying
symposia. Such type of focus and cogent research is absent currently,
and it is expected that the outputs will assist developing countries
to improve the implementation of their competition and regulatory
regimes.
The project will be implemented through biennial
research cycles comprising of writing of research papers, publication
of research volume and symposia. The research findings will be disseminated
through a regular publication and biennial symposia.
Scope
The scope of the research would cover issues relating to problems
that developing countries face in implementing their competition and
regulatory regimes. The focus would be to bring to fore models and
experiences that have proved to be useful in dealing with competition
and regulatory issues/problems in developing countries. Certain problem
areas concerning developing countries will be selected as the theme
of each cycle. Based on the findings, views and experiences of the
first research cycle, further cycles will be organised on different
themes.
Call for Papers
Papers are invited for the first CUTS Competition,
Regulation and Development Research Forum (CDRF) to be organised by
CUTS Centre for Competition, Investment & Economic Regulation
(C-CIER).
This project provides an important platform for
generating substantive knowledge for better implementation of competition
and regulatory policies and laws in developing countries. The project
will provide an opportunity to test the various hypotheses concerning
the implementation of competition and regulatory regimes in developing
countries and analyse the various misconceptions that exist in these
countries.
Each of the biennial research cycles will select
some problem areas. The first cycle is proposed to be held during
2005-06 on the theme of “Institutional issues in Implementing Competition
and Regulatory Regimes in Developing World”. Following research areas
have been identified under this theme:

Identifying and Overcoming Political Economy
and Governance Constraints to the Effective Implementation of Competition
and Regulatory Laws.

Independence of Competition and Regulatory Agencies: Feasibility?
Practicality? and Necessity?
-
What should be the Priorities of Competition and Regulatory Authorities?
The emphasis will be on issues
relating to the developing world. Papers will be considered on the
basis of originality and quality. The focus will be on policy-oriented
evidence-based research grounded on theoretical underpinnings. The
papers will be published in a volume by a reputed publishing house.
Successful authors will be given an honorarium for each paper.
Submission of Papers
Researchers can choose one of the above areas for submitting their
papers. They may also choose to cover any combination of the above
areas. The full paper for the Research Cycle should be about 15-20
pages (Times New Roman, Font size 12). However the length of the paper
will not be a criterion in selection of the papers.
Important Rules and Requirements

Your
paper MUST include the following:

CUTS reserve the right to decline any paper with commercial
content without notice.

The paper should be original and not have had prior coverage or
circulation, such as presentation at other conferences or prior
publication.

The content of the paper must
not be announced or published prior to the event.

How to submit
Prospective authors are requested to submit abstracts
with some methodological details for their paper for consideration
as per the guidelines for authors (http://www.cuts-international.org/auth_guide.htm).
Authors whose abstracts are selected will be invited to submit a first
draft of their full papers for further consideration. The invitation
to submit a first draft does not mean automatic inclusion of paper
in the project programme.
