All of us at CUTS Centre for Competition, Investment and Economic Regulation
(CUTS CCIER) wish you a Happy New Year! May this year add new happiness,
achievements and inspirations in your life! May the coming year be as
successful for you as the previous one has been for us.
In 2013, we witnessed few incidents which will be remembered whenever one
thinks of 2013, such as from North Korea's nuclear ambitions to the bombing
of the Boston Marathon to the death of Nelson Mandela to the retirement of
Sachin Tendulkar from Cricket, we at CCIER were also able to witness certain
achievements, which will be remembered in the history of the Centre.
We are happy and proud to share with you our top five moments that have made
2013 a success for us! However, the achievements would not have been possible
without your support and we would like to thank all i.e. our development
partners, who showed great trust in supporting the Centre; Governments of
India and other countries; Members of our International Advisory Board, whose
timely guidance has always been valuable; and last but not the least, the
team of CUTS CCIER, who faced the challenges and ensured timely achievement
of the targets. Equally importantly, we would like to thank the media for
their valuable support in carrying our news and articles, which have helped
us to reach out to a large number of people around the world.

Give us a Hand

An Appeal to Friends of CUTS
Purpose
The Government of Rajasthan has kindly allocated a 5,000
square metres of land at a concessional rate to CUTS International to build a
campus in Jaipur. This comes at an important juncture in our history, when we
enter our 30th year. However, this effort needs a lot of money, hence this
appeal to friends like you to help us.
Request
For this purpose, we are requesting friends to send a small contribution.
Your small gift will enable us to put the foundational bricks in the proposed
campus. One friend in India has sent us a cheque for Rs. 30,000 to celebrate
our 30th Anniversary.
In recognition of your gesture, we will send you a plaque: “I am a Friend of
CUTS” which is mounted in a small velvet covered box.
Background
We began out of a garage in 1983 at Jaipur with zero budget
but with zeal and fire in our bellies to make the world a better place to
live in through our strategic interventions in various areas of public policy
with proven results. But not to rest on our laurels, we have also prepared a
Vision 2034 document: CUTS@50,
which can guide us over the next 25 years.
Going forward, we anchored ourselves in Jaipur as a reputed NGO, and have
also established our presence throughout the world with centres in Geneva,
Lusaka, Nairobi, Accra and Hanoi. For a brief history of CUTS, please see:

Today, as CUTS enters its 30 years of existence, we have been able to build
up a large network of friends around the world with our cutting edge work in
areas of trade, regulation and governance. We would like to thank each one of
you for your kind support and look forward to receiving it forever.

Right
from the beginning CUTS has been an effective voice on the need to adopt
National Competition Policy for India. Terming it as a need of the hour, CUTS
has been campaigning for the adoption of a National Competition Policy to
help address entry barriers and red tape in public and private sectors. 2013
witnessed plethora of actions by CUTS on this front i.e. from leading a task
force on NCP set up by the Planning Commission of India, to implementation of
a project entitled, “National Competition Policy and Economic Growth of
India” (with the support of the British High Commission, New Delhi), state
level discussions with stakeholders to sensitise them on the importance
of NCP, submission of a Petition to Lok Sabha Committee on Petitions to
seek a response on the status of NCP, CUTS initiative was instrumental
in drafting and release of the Draft NCP, which we are hopeful should see the
light of the day in 2014. Effective implementation of the NCP can bring in a
second wave of economic reforms in the country.

Planning
Commission has set up a Task Force on NCP headed by Pradeep Mehta, SG, CUTS
under a Working Group on the Business Regulatory Framework constituted under
the Steering Committee on Industry chaired by Arun Maira, Member (Industry).
CUTS lead the process in providing inputs for preparation of the strategy for
the 12th plan to raise contribution of manufacturing in the GDP to 25 percent
by 2025. The key objective of the Task Force was to develop an
overarching policy framework for infusing competition principles in various
statutes, regulations and policies of the Government. Furthermore, the
Planning Commission accepted the proposal to establish Better Regulatory
Commission and also use tools such as Regulatory Impact Assessment, as
recommended by the Task Force.
