1. Awareness of the Need to Adopt National Competition
Policy
|
|
|
|
|
|||||||||||||
|
Right
from the beginning CUTS has been an effective voice on the need to adopt
National Competition Policy for India. Terming it as a need of the hour, CUTS
has been campaigning for the adoption of a National Competition Policy to
help address entry barriers and red tape in public and private sectors. 2013
witnessed plethora of actions by CUTS on this front i.e. from leading a task
force on NCP set up by the Planning Commission of India, to implementation of
a project entitled, “National Competition Policy and Economic Growth of
India” (with the support of the British High Commission, New Delhi), state
level discussions with stakeholders to sensitise them on the importance
of NCP, submission of a Petition to Lok Sabha Committee on Petitions to
seek a response on the status of NCP, CUTS initiative was instrumental
in drafting and release of the Draft NCP, which we are hopeful should see the
light of the day in 2014. Effective implementation of the NCP can bring in a
second wave of economic reforms in the country. |

2. Raising ante for Responsible Business Behaviour
|

|||||||||||||
|
|
Our
project ‘Exploring the Interplays between Business Regulation and Corporate
Conduct” supported by Ministry of Foreign Affairs, Norway, raised awareness
and initiated a nationwide forward looking debate on the need for
‘responsible business behaviour’ in key sectors of economy to
balance business interests with sustainable development. CUTS used the
framework of the Govt of India’s National Voluntary Guidelines on Social,
Environment and Economic Responsibilities of Business (NVG) in the
pharmaceutical and private healthcare sector to help firms identify areas in
its core business model that need improvement from a responsible business
behaviour perspective. The final research report was released both in Norway
and India. Similar projects are planned in India in other sectors and other
countries. |

3. Designing of a Better Business Regulatory Framework for
India

Planning
Commission has set up a Task Force on NCP headed by Pradeep Mehta, SG, CUTS
under a Working Group on the Business Regulatory Framework constituted under
the Steering Committee on Industry chaired by Arun Maira, Member (Industry).
CUTS lead the process in providing inputs for preparation of the strategy for
the 12th plan to raise contribution of manufacturing in the GDP to 25 percent
by 2025. The key objective of the Task Force was to develop an
overarching policy framework for infusing competition principles in various
statutes, regulations and policies of the Government. Furthermore, the
Planning Commission accepted the proposal to establish Better Regulatory
Commission and also use tools such as Regulatory Impact Assessment, as
recommended by the Task Force. |

4. Initiating the E-Debate and release of a Report,
“Should Competition Law/Policy be Blind to Equity? The Debate”
|

|
|
The
role of competition authorities is quite critical in ensuring equity while
ensuring that market failures do not act like a hurdle in the path of growth
in an economy. This volume was an attempt to present collection of views of
competition practitioners and others from across the globe on linkages
between growth and equity. The methodically reasoned opinions came out in the
form of debate on the issue of growth and equity and role of competition
authorities, which happened over an e-discussion group ‘CompetitionOnlineForum’
hosted by CUTS. |

5. Increased awareness of Consumers to demand for Clean
Energy Sources
|

|
CUTS
International successfully implemented a project 'A Diagnostic Study to build
the capacity/awareness among CSOs to demand for Demand Side Management and
Renewable Energy in India - DREC Project’. The implementation of
baseline consumer survey and the final consumer survey in the select
districts of Gujarat and West Bengal has shown positive outcomes. It has also
reflected that a large number of consumers were willing to pay additional
(about 5-10%) for cleaner energy, which is quite relevant for the stakeholders
in the renewable energy sector. Further, we were also able to train a group
of local CSOs so as to interact with the policymakers in the electricity
sector and to ensure that the consumer voice is given due consideration. |
