Training Workshop for
Trade Practice Investigation Commission, Ethiopia

CUTS is organising a 2-day training workshop for the staff of the Ethiopian Competition Authority – Trade Practice Investigation Commission on 29-30 March (2006) at Addis Ababa.

This training workshop would be held on the days following the regional conference of the seven-country competition policy and law project entitled, “Capacity Building on Competition Policy in Select Countries of Eastern and Southern Africa” (also, popularly referred to as the 7Up3 project). The regional conference would be held in the Hilton Addis Ababa on 27-28 March 2006, and would offer an opportunity to the project partners to present their research findings before an august gathering of international experts and practitioners from within the region and outside.

Renowned international experts/practitioner would provide training to the staff of the relatively new competition agency of Ethiopia through this Training Workshop. The agenda of the workshop has been designed to cater to the need of the Trade Practice Investigation Commission, such that they:

  • Familiarise with international best practices (especially in Developing and Least Developed countries) in competition policy and law implementation, and the challenges encountered therein; and
  • Understand various aspects of competition law enforcement.

Regional Conference of the 7Up3 Project
March 27-28, 2006, Addis Ababa, Ethiopia

CUTS Centre for Competition, Investment & Economic Regulation (CUTS CCIER) would be organising a Regional Conference of the project entitled, ‘Capacity Building on Competition Policy in Select Countries of Eastern and Southern Africa’, (popularly referred to as the 7Up3 project) in Addis Ababa, Ethiopia, on March 27-28, 2006.

The project is being implemented in seven countries of the region: Botswana, Ethiopia, Malawi, Mauritius, Mozambique, Namibia and Uganda, with support from the Norwegian Agency for Development Cooperation (NORAD), Norway and the Department for International Development (DFID), The United Kingdom.

The Conference aims to share the findings of the research undertaken in each of the project countries on the prevailing competition scenario. The country research outcomes would be discussed with various stakeholders both within the region and at the international level, viz. the regional authorities, donors, intergovernmental organisations, civil society organisations (CSOs), and other key persons during the conference. This in turn, would help develop a regional perspective on competition policy and law in eastern and southern Africa.

Further the Conference would discuss issues in the interface of competition and regulation in key sectors like Agriculture, Pharmaceutical, Telecom and Electricity, with an emphasis on the best way forward for the region.

Stakeholders opinion would be integrated in a session during the conference to develop a common understanding on the ways and means for promoting a healthy competition culture in Eastern & Southern Africa.

National Consultation on Regional Economic Cooperation in South Asia
March 24, 2006, Mumbai, India

CUTS Centre for International Trade, Economics & Environment (CUTS-CITEE), in association with Friedrich Ebert Stiftung, New Delhi (FES, India) and Indian Merchants’ Chamber (IMC), will be organising a National Consultation of the project entitled, ‘Regional Economic Cooperation in South Asia’ at Mumbai, India, on March 24, 2006.

This consultation is among the series of meetings in various South Asian countries with an effort to gather together country perspectives on the obstacles faced by the region as a whole in enhancing the economic cooperation and to strengthen the process of growth. The consultation will deliberate on the themes such as South Asia Free Trade Agreement (SAFTA), Foreign Direct Investment (FDI), Trade Facilitation Measures and Business-to-Business Engagements etc.

Workshop on Benefit Sharing and Prior Informed Consent

CUTS-Calcutta Resource Centre (CUTS-CRC) will organise a capacity building workshop on ‘Benefit Sharing and Prior Informed Consent’ under the Farmers’ Rights Programme (Phase-II), at Umsning, Meghalaya, on March 22, 2006.

The farmers of the region are expected to attend the meeting. There will be a group discussion on ‘Traditional Ways of Preserving Seeds’. This is an effort to sensitise the people on the issues and to strengthen their bargaining capacity in the question of sharing the benefits by any external entity from the natural resources and traditional knowledge.

TRAINING SEMINAR ON COMPETITION POLICY AND LAW

Background
Over the last few years several developing countries have adopted a competition law. Some others which already had such a law such as India have either adopted a new law or made substantial amendments to the existing one as a part of their market-oriented economic reforms. However, proper implementation of the law remains a major challenge in most developing countries. Nevertheless, it is expected that in most such countries, it will be implemented in a vigorous manner in the times to come.

It is thus important that different stakeholders understand the relevant issues better. The business and their associations need to understand as they need to cope with the new law and failure to comply with it can prove costly. Government officials, regulators and representatives of such other agencies need to understand them, as that is essential for proper implementation of the law. Civil society organisations, academia and media also need to understand the issues as they have a significant role to play in ensuring that the law is implemented equitably where concerns of all stakeholders are addressed.

However, the current level of understanding of all stakeholder groups on the relevant issues is less than adequate. Considering this, CUTS Institute of Regulation and Competition (CIRC), a recent venture of Consumer Unity and Trust Society, Jaipur, is offering this programme which will be useful for all these groups.

Objectives

  • Develop analytical capacities to comprehend competition policy and law issues, their perspective and linkages with the industry and the economy

National conference on competition and consumer protection in Vietnam

The CUTS Centre for Competition Investment & Economic Regulation (C-CIER) is collaborating with the Competition Administration Department, Ministry of Trade of Vietnam, to organise a national conference on competition and consumer protection issues in Hanoi, Vietnam, on the 20th of March 2006, within the framework of its project entitled “Advocacy and Capacity Building on Competition Policy and Law in Asia” (7Up2 Project), in the occasion of the World Consumer Rights’ Day (15th of March).

The 7Up2 project is a multi-stakeholder initiative, supported by the State Secretariat for Economic Affairs, Switzerland (SECO), the Swiss Competition Commission (COMCO), and the Department for International Development (DFID), UK, aimed at accelerating the process towards a functional competition policy and law for selected countries in Asia (Vietnam, Cambodia, Lao PDR, Bangladesh, Nepal and India) and advancing an enabling environment for the law and policy to be better enforced. This conference is one of the various awareness raising and capacity building activities, which have been and are being undertaken in the second phase of the project.

The meeting expects to draw the participation of more than 100 delegates, from various government agencies, consumer associations, civil society organisations and the media, of the cities and provinces from all over Vietnam.

Training workshop on competition policy and law for Cambodian law and economics students

The CUTS Centre for Competition Investment & Economic Regulation (C-CIER) is organising a training workshop on generic issues related to competition policy and law for Cambodian students from the Royal University of Law and Economics, Phnom Penh, Cambodia, on the 10th of March 2006, within the framework of its project entitled “Advocacy and Capacity Building on Competition Policy and Law in Asia” (7Up2 Project).

The 7Up2 project is a multi-stakeholder initiative, supported by the State Secretariat for Economic Affairs, Switzerland (SECO), the Swiss Competition Commission (COMCO), and the Department for International Development (DFID), UK, aimed at accelerating the process towards a functional competition policy and law for selected countries in Asia (Vietnam, Cambodia, Lao PDR, Bangladesh, Nepal and India) and advancing an enabling environment for the law and policy to be better enforced. This training workshop is one of the various capacity building activities, which have been and are being undertaken in the second phase of the project, aimed at applying and disseminating the first phase’s research findings.

Cambodia is in the process of drafting a national competition law, in order to fulfil its commitments for recent accession to the World Trade Organisation (WTO). Towards an effective competition regime and a healthy competition culture in the future, human resources development will be a focal point, in which the academia and students in interdisciplinary areas such as that of law and economics have a top priority rank. This workshop, which aims to draw the participation of more than 100 such students and professors, is expected to contribute greatly towards building up and enhancing the awareness and knowledge base in Cambodia on competition issues.

National Technical Workshop on EPAs

CUTS Africa Resource Centre (CUTS-ARC), Lusaka, in collaboration with Civil Society Trade Network of Zambia (CSTNZ), will hold a one-day national workshop on Economic Partnership Agreements (EPAs) under the project ‘Capacity Building of Civil Society in Eastern and Southern Africa during the EPA negotiations’ at Lusaka, Zambia, on March 17, 2006. The workshop will debate the project’s draft background paper on the impact of EPAs on least developed countries (LDCs).

Training workshop on competition policy and law implementation for Lao competition authority
March 7-8, 2006, Vientiane, Lao PDR

The 7Up2 project is a multi-stakeholder initiative, supported by the State Secretariat for Economic Affairs, Switzerland (SECO), the Swiss Competition Commission (COMCO), and the Department for International Development (DFID), UK, aimed at accelerating the process towards a functional competition policy and law for selected countries in Asia (Vietnam, Cambodia, Lao PDR, Bangladesh, Nepal and India) and advancing an enabling environment for the law and policy to be better enforced. This training workshop is one of the various capacity building activities, which have been and are being undertaken in the second phase of the project, aimed at applying and disseminating the first phase’s research findings.

Designed as a blend of theoretical analysis and hypothetical case study, the training workshop will draw on the rich and varied experiences of several competition experts, to help formulating an applicable and effective approach for establishing a competition regime in Lao PDR vis-à-vis the country’s new competition statute, the Prime Minister’s Decree on Trade Competition No. 15/PMO, which has just been adopted in early 2004 and yet to be implemented.

Media Workshop in West Bengal under GRANITE

CUTS Calcutta Resource Centre (CUTS-CRC) organised a workshop involving media personnel from all over the state at Kolkata, West Bengal, on March 01, 2006. The programme was held under the Grassroots Reachout & Networking in India on Trade & Economics (GRANITE) project that looks forward to enhance the capacity of the civil society organisations (CSOs) and the local media so that they can articulate and analyse the implications of international trade negotiations. The programme involved a panel discussion on the subject ‘State Agricultural Policy and WTO’. The panellists were Milind Murugkar, Journalist from Loksatta; Soumen Sikdar, Professor, Calcutta University; Santanu Sanyal, Logistics Editor, The Hindu Business Line; and Dr. Kanai Mitra, Editor, Sabuj Sona. Eminent journalist from The Telegraph, Jayanta Basu, moderated the session. The speakers highlighted the role of state on shaping the economic policy in the globalised regime and vis-à-vis the role of media in the modern era of technological advancement. About 50 journalists from city and district-based media houses attended the workshop.

Circle-level Orientation of CUTS-FES Power Sector Reforms
