Training Workshop for CUTS is organising a 2-day training workshop for the staff of the Ethiopian Competition Authority – Trade Practice Investigation Commission on 29-30 March (2006) at Addis Ababa. This training workshop would be held on the days following the regional conference of the seven-country competition policy and law project entitled, “Capacity Building on Competition Policy in Select Countries of Eastern and Southern Africa” (also, popularly referred to as the 7Up3 project). The regional conference would be held in the Hilton Addis Ababa on 27-28 March 2006, and would offer an opportunity to the project partners to present their research findings before an august gathering of international experts and practitioners from within the region and outside. Renowned international experts/practitioner would provide training to the staff of the relatively new competition agency of Ethiopia through this Training Workshop. Regional
Conference of the 7Up3 Project CUTS Centre for Competition, Investment & Economic Regulation (CUTS CCIER) would be organising a Regional Conference of the project entitled, ‘Capacity Building on Competition Policy in Select Countries of Eastern and Southern Africa’, (popularly referred to as the 7Up3 project) in Addis Ababa, Ethiopia, on March 27-28, 2006. The project is being implemented in seven countries of the region: Botswana, Ethiopia, Malawi, Mauritius, Mozambique, Namibia and Uganda, with support from the Norwegian Agency for Development Cooperation (NORAD), Norway and the Department for International Development (DFID), The United Kingdom. The Conference aims to share the findings of the research undertaken in each of the project countries on the prevailing competition scenario. The country research outcomes would be discussed with various stakeholders both within the region and at the international level, viz. the regional authorities, donors, intergovernmental organisations, civil society organisations (CSOs), and other key persons during the conference. This in turn, would help develop a regional perspective on competition policy and law in eastern and southern Africa. Further the Conference would discuss issues in the interface of competition and regulation in key sectors like Agriculture, Pharmaceutical, Telecom and Electricity, with an emphasis on the best way forward for the region. Consultation on Regional Economic Cooperation in South Asia CUTS Centre for International Trade, Economics & Environment (CUTS-CITEE), in association with Friedrich Ebert Stiftung, New Delhi (FES, India) and Indian Merchants’ Chamber (IMC), will be organising a National Consultation of the project entitled, ‘Regional Economic Cooperation in South Asia’ at Mumbai, India, on March 24, 2006. Ideal for representatives from Industry, NGOs, Business Chambers, Media and Academics and Central and State Government Agencies Background It is thus important that different stakeholders understand the relevant issues better. The business and their associations need to understand as they need to cope with the new law and failure to comply with it can prove costly. Government officials, regulators and representatives of such other agencies need to understand them, as that is essential for proper implementation of the law. Civil society organisations, academia and media also need to understand the issues as they have a significant role to play in ensuring that the law is implemented equitably where concerns of all stakeholders are addressed. However, the current level of understanding of all stakeholder groups on the relevant issues is less than adequate. March 20, 2006, Hanoi, Vietnam The CUTS Centre for Competition Investment & Economic Regulation (C-CIER) is collaborating with the Competition Administration Department, Ministry of Trade of Vietnam, to organise a national conference on competition and consumer protection issues in Hanoi, Vietnam, on the 20th of March 2006, within the framework of its project entitled “Advocacy and Capacity Building on Competition Policy and Law in Asia” (7Up2 Project), in the occasion of the World Consumer Rights’ Day (15th of March). The 7Up2 project is a multi-stakeholder initiative, supported by the State Secretariat for Economic Affairs, Switzerland (SECO), the Swiss Competition Commission (COMCO), and the Department for International Development (DFID), UK, aimed at accelerating the process towards a functional competition policy and law for selected countries in Asia (Vietnam, Cambodia, Lao PDR, Bangladesh, Nepal and India) and advancing an enabling environment for the law and policy to be better enforced. This conference is one of the various awareness raising and capacity building activities, which have been and are being undertaken in the second phase of the project. workshop on competition policy and law for Cambodian law and economics

March 10, 2006, Phnom Penh, Cambodia The CUTS Centre for Competition Investment & Economic Regulation (C-CIER) is organising a training workshop on generic issues related to competition policy and law for Cambodian students from the Royal University of Law and Economics, Phnom Penh, Cambodia, on the 10th of March 2006, within the framework of its project entitled “Advocacy and Capacity Building on Competition Policy and Law in Asia” (7Up2 Project). The 7Up2 project is a multi-stakeholder initiative, supported by the State Secretariat for Economic Affairs, Switzerland (SECO), the Swiss Competition Commission (COMCO), and the Department for International Development (DFID), UK, aimed at accelerating the process towards a functional competition policy and law for selected countries in Asia (Vietnam, Cambodia, Lao PDR, Bangladesh, Nepal and India) and advancing an enabling environment for the law and policy to be better enforced. This training workshop is one of the various capacity building activities, which have been and are being undertaken in the second phase of the project, aimed at applying and disseminating the first phase’s research findings. Cambodia is in the process of drafting a national competition law, in order to fulfil its commitments for recent accession to the World Trade Organisation (WTO). Towards an effective competition regime and a healthy competition culture in the future, human resources development will be a focal point, in which the academia and students in interdisciplinary areas such as that of law and economics have a top priority rank. March 7-8, 2006, Vientiane, Lao PDR The CUTS Centre for Competition Investment & Economic Regulation (C-CIER) is organising a training workshop on generic issues related to competition policy and law implementation for Laotian competition authority officials, in Vientiane, Lao PDR, during the 7-8 March 2006, within the framework of its project entitled “Advocacy and Capacity Building on Competition Policy and Law in Asia” (7Up2 Project). The 7Up2 project is a multi-stakeholder initiative, supported by the State Secretariat for Economic Affairs, Switzerland (SECO), the Swiss Competition Commission (COMCO), and the Department for International Development (DFID), UK, aimed at accelerating the process towards a functional competition policy and law for selected countries in Asia (Vietnam, Cambodia, Lao PDR, Bangladesh, Nepal and India) and advancing an enabling environment for the law and policy to be better enforced. CUTS Calcutta Resource Centre (CUTS-CRC) organised a workshop involving media personnel from all over the state at Kolkata, West Bengal, on March 01, 2006. The programme was held under the Grassroots Reachout & Networking in India on Trade & Economics (GRANITE) project that looks forward to enhance the capacity of the civil society organisations (CSOs) and the local media so that they can articulate and analyse the implications of international trade negotiations. The programme involved a panel discussion on the subject ‘State Agricultural Policy and WTO’. The panellists were Milind Murugkar, Journalist from Loksatta; Soumen Sikdar, Professor, Calcutta University; Santanu Sanyal, Logistics Editor, The Hindu Business Line; and Dr. Kanai Mitra, Editor, Sabuj Sona. Orientation of CUTS-FES Power Sector Reforms As part of commencing the activities of the Phase II of CUTS-Friedrich Ebert Stiftung (FES) Project on 'Involvement of Consumers in Power Sector Reforms’, daylong orientation workshops will be organised in 12 identified circles of Rajasthan, India, from June 18, 2005 to May 20, 2006. The second workshop, in the series, will be organised in Sawai Madhopur on June 18, 2005. The major objective of the programme is to facilitate an active involvement of consumers in the power sector reforms.
