The present newsletter ‘The 5th Estate’ is an electronic newsletter on our Project ‘Promoting State Accountability and Citizen’s Empowerment through Budget Analysis’ which is being implemented in Rajasthan, a state in Northwest India. The project primarily aims to analyse budgetary provisions and achievements of targets of programmes and schemes meant for target groups namely Women, Marginal Farmers and Landless Labourers.
The title ‘The 5th Estate’ has been derived from the definition of democracy, where the 5th Estate denotes the people, on whom its other four pillars rest: the Legislature, the Judiciary, the Executive and the Media. 
In other words it means that ‘The state derives its rights from the power of the people.’
The purpose of this bulletin is to provide regular update on the activities taken as part of the project.

·        Accelerated Rural Water Supply Programme – an Analyses pertaining to Rajasthan

I Background

1.1 A detailed analyses was made on certain select schemes pertaining to Rural Drinking Water Supply programme which has components of central government assistance.  The selected schemes for analyses were:

·        Accelerated Rural Water Supply Programme (ARWSP)

·        Dessert Development Programme under the Accelerated Rural Water Supply Programme

·        Minimum Needs Programme /Drinking Water (MNP)

·        Pradhan Mantri Gramoday / Rural Water Supply (Yojana (PMGY)

1.2 Among the four selected schemes, data was available for all except PMGY.  The analyses looked in to two main aspects.  One is related to allocated resources, utilised resources and physical targets achieved during the said financial period, all Rajasthan specific.  The other one was the above data related to Rajasthan in comparison to the same data available for other states where these schemes were implemented.  However, this comparison was done only for the financial year 2000-01.

The summary of the findings from the analyses is given below:

Average percentage of un-utilisation over four years is 21.26 percent.

We also compared the un-utilisation status amongst other states for the year 2000-01.  The following is a brief comparison

·        State with least un-utilisation is West Bengal – only 0.01 percent

·        In the same year the un-utilisation in Rajasthan amounted to 16.31 percent

·        Manipur recorded the highest un-utilisation which was 76.92 percent

·        Rajasthan had the highest allocation and ranked 8th in order of highest utilisation.

·        Data was not available for all states.

In terms of Physical targets, the achievement in so far as Rajasthan is concerned seems slightly tardy, since the total uncovered villages for drinking water supply as on 29th January 2002 was 6491 villages. 

Under the partially covered villages, the deficit is 13832 villages. 

Thus a total of 6491 villages are yet to be provided any drinking water facility, while 13832 villages are only partially covered, totaling to 20323 villages.  In terms of percentages, out of the total villages in Rajasthan, 21.63 percent of the villages are yet to be provided with drinking water facility, either fully or partially.

III. End Note:

The details given in section II of the summary report is only about the analyses done on ARWSP schemes.  However, if we look at it in totality in terms of three schemes put together and the performance of Rajasthan in terms of utilisation of allocated resources but in money terms as well as in terms of physical targets, the following is a broad inference.

The total un-utilisation (average for four years) amounts to 20.08 percent.

In terms of physical targets, 21.63 percent of the villages are yet to be provided with drinking water facility, either fully or partially.

Background Information about Rajasthan State

Among all the states in the country, Rajasthan with its meagre water resources and perilous dependence on scanty, low and uncertain rainfall is most vulnerable to drought condition. Rajasthan has about 1 per cent of the water resources of the country though the State accounts 10.40 per cent of country’s area.

The problem of non-availability of safe drinking water in the State is very complex on account of geographical diversities and the limited availability of water, both ground water and surface water. As per 2001 censuses total No. of Revenue Villages are 41353, out of which there are 39787 villages main habitation (96.22 per cent) and 1566 are non-inhabitation villages (3.78 per cent) in the State. Status of habitations connected with water supply and of partially commissioned (PC) to fully commissioned villages (FC) are as under:

There was a total provision of Rs.176000.00 lakh for water supply and sanitation in IX Plan. Out of above Rs.96400.00 lakh was earmarked specifically for the rural sector. For water supply, in the year 2000-2001, the overall flow to special component plan is Rs.6076.05 lakh out of the Total State Plan of Rs.30150.00 lakh. Water supply in 500 SC/ST colonies was proposed for the year 2000-2001.

Drinking Water Problem in Arid Region of Rajasthan (Xth Finance Commission Recommendations)

The Finance Commission is providing grant under recommendations of Xth Finance Commission for augmentation/ reorganisation of water supply schemes in the arid/ semi arid areas of the state. Under this programme, the department has proposed 28 schemes of 12 districts of desert area costing Rs.70/- cr. The grant was earmarked as Rs.70/- cr in 4 years i.e. from 1996-97. Rs.19.54 cr was made available during 2000-2001(R.E.).
